Public Meeting Set for Two Harbors Comprehensive Plan

The city of Two Harbors is working on a new comprehensive plan and the first public meeting begins at 6:30 p.m. June 29 at the Two Harbors Community Center.

The plan will focus on what aspects of the city’s land use goals and policies can be improved to ensure an optimistic future for the city, said Josh Bergstad of the Arrowhead Regional Development Commission.

Issues for discussion include housing, economic development, transportation, economics, recreation, natural resources and intergovernmental relationships. “Having a strong comprehensive plan will help the city to develop in a desirable direction,” Bergstad said.

MnDOT: $18.1 Million in Road Plans for Koochiching County

Koochiching County roads could see $18.1 million in improvements between 2011 and 2014, according to a report by a Minnesota Department of Transportation engineer.

Brian Anderson, of the Arrowhead Regional Development Commission, discussed projects included in the plan that have been recommended by the Enhancement Task Force, of which Leu and county Commissioner Chuck Lepper are members. 2010 Comprehensive Economic Developments Strategy Available for Public Comment

The 2010 Comprehensive Economic Development Strategy (CEDS) was developed to set the Northeast Minnesota Economic Development District’s (NEMEDD) vision for economic development and to maintain the region’s federal designation as an Economic Development District (EDD). Designation as an EDD allows communities in the region to be eligible for funding opportunities through the Economic Development Administration (EDA), a division of the United States Department of Commerce. ARDC is the designated planning organization for NEMEDD. ARDC is accepting comments on the 2010 CEDS through June 19, 2010. Read more

MIC Director Nominated for Freight Systems Panel

Ron Chicka, Director of the Metropolitan Interstate Council (MIC), has been nominated by staff at University of MN Duluth and the Great Lakes Maritime Research Institute (GLMRI) to be a panel member for a project sponsored by the National Cooperative Freight Research Program via the Transportation Research Board. The project is entitled “Great Lakes Region Impacts on the Intermodal Freight System.” Panel members have backgrounds in multimodal transportation in the public and private sectors. The purpose of the 12-18 month process will be to oversee the $300,000 project which is funded out of the research arm of the federal transportation bill. The full scope of the proposed research is to be determined; however it will describe the current state of freight movements in the Upper Midwest and identify needs and solutions toward raising the profile of freight performance in the region, with a particular emphasis on enhancing maritime transportation. The first task as a panel member will be to select the lead consultant which will be completed by July.

Two Area Agency on Aging Staff Obtain IGSW Certificate

Mary Hellman (Duluth, MN), Return to Community Living Specialist, and Karen Tveit (International Falls, MN), Senior Outreach Specialist, have both completed the Aging Certificate Program, Boston University – Institute for Geriatric Social Work.

The Institute for Geriatric Social Work (IGSW) is dedicated to strengthening the workforce for an aging society through educational innovation, workforce change, and research. The Institute is committed to becoming a national leader in developing the workforce of social workers to meet the challenges of a growing and changing population of older Americans.

The “Foundation in Aging Certificate” includes five essential modules that cover general issues in aging, geriatric assessment practices, mental health and aging issues and substance abuse among older adults.

Completion of this certificate is a requirement of the Minnesota Board on Aging to meet Senior LinkAge Line® Standards and Assurances and an example of commitment to high quality services for the seniors in Minnesota.

This pilot project will result in incorporating energy planning into an existing Comprehensive Plan or one that is undergoing new development. The planning process will be documented and available for case study by other Minnesota communities. There is a new addition to the diversity of Safe Routes to School (SRTS) planning in the State of Minnesota: the Fond du Lac Band of Lake Superior Chippewa Tribe has become the first Indian tribe in the State to have completed a SRTS plan.

Safe Routes to School programs enable community leaders, schools and parents to improve safety in the vicinity of schools and help raise awareness, increase opportunities and reduce barriers for children to safely walk and bicycle to school. Kody Thurnau joined the Metropolitan Interstate Council (MIC) Team on October 7, 2009 as the division’s Geographic Information Systems (GIS) Specialist. He received his Bachelor’s degree from the University of MN Duluth in 2008, majoring in Geography with a GIS emphasis. He is currently pursuing a Master’s degree in the GIS field at the University of MN Minneapolis campus. Kody comes to the MIC with relevant experience in endeavors that are key to the work of the division, including serving with the MN Pollution Control Agency where he worked on projects for the St Louis River estuary – an important item to the MIC’s Harbor Technical Advisory Committee (TAC). Kody will provide technical assistance for the following projects:

Gunflint Trail Designated a National Scenic Byway
Gunflint Trail Association (10.16.2009)
The Gunflint Trail received National Scenic Byway designation on October 16, 2009. Known for winding its way through the Boundary Waters Wilderness east-west corridor, the Gunflint Trail is a historic roadway, dating back to the 1800s with origins as a footpath for Native Americans and geological surveyors. The Gunflint Trail is also known as Cook County #12, and is a paved, 57-mile long two-lane roadway, which begins at Grand Marais, Minnesota, and ends at Saganaga Lake on the Canadian border. The modern roadway serves 22 resorts, canoe outfitters, campgrounds, and bed and breakfasts, and numerous private residents who make the area their home. Read more

The meeting will introduce Indian tribal governments to many byways opportunities that exist under various programs with Federal Highway Administration, US Forest Service, states and tribes. The meeting will also provide an opportunity for tribes to network with key Federal, State and America’s Byways Resource Center staff while sharing relevant resources to assist tribes in byway development, nomination, designation and implementation for their reservations.

Like the shape of the Arrowhead region itself, Catherine Sampson’s focus is razor sharp and keenly targeted. Her aim is to educate, empower and establish evidence-based programming for older adults and those that serve them.

Sampson is director of the Arrowhead Area Agency on Aging (AAA), which serves the seven counties – Aitkin, Carlton, Cook, Itasca, Koochiching, Lake and St. Louis – of the Arrowhead region of northern Minnesota. The role of the AAA is to collaborate with service providers, government entities and educational institutions to address the needs of the elderly in the region. Specifically, AAA provides planning, development and grants, and in 2008 alone, they funded $1.5 million in programs at 24 agencies that served 9,816 seniors. Read more

The Metorpolitan Interstate Council's James Gittemeier appeared in the Duluth News Tribunes article about the plan to connect the Munger Trail to Duluth's Lakewalk system.

The vision is clear: A paved trail for bicyclists and pedestrians that would run from one end of Duluth to the other. A key part of that route will be a seven-mile extension of the Munger State Trail in West Duluth to the Lakewalk. Duluth city councilors will consider on Monday whether to authorize $493,000 to determine precisely where that extension might run. Read more

Laurentian GIS Collaborative

Since April 2005, the Arrowhead Regional Development Commission (ARDC) and Iron Range Resources (IRR) have been working together to help identify ways that GIS can be effectively implemented at the municipal level for small communities on the Mesabi Iron Range. The focus of the Laurentian GIS Collaborative is to upgrade municipal data handling and improve GIS datasets at the local, state and federal levels. This is expected to improve communities' decision making in municipal and economic development, and land use planning to accommodate future development and industrial activities. Read more

Senior Housing Options Seminar In Duluth

The Arrowhead Area Agency on Aging's Mary Hellman apeared on the WDIO segment about the seminar. As a Care Consultant at the Arrowhead Area Agency on Aging, Mary can help seniors understand what service resource options are available and that the costs my not be as prohibitive as they think. Some services are on an income-based sliding fee scale, through volunteer providers who may not charge a fee, or with programs which help pay in part for help. There are services available to help both “care receivers” and “caregivers” in our area.

The event also featured several informational sessions for seniors and their families. Speakers talked about senior housing options, in-home care services, and ways for seniors to adapt their homes so they can live independently as long as possible. Read more

The Laurentian GIS Collaborative was featured in the Federal Geographic Data Committee Summer 2009 Newsletter. The nationally distributed newsletter described ARDC’s role in the Collaborative’s first phase. ARDC assisted seven pilot communities by developing the ability to quickly design maps, analyze data, and view infrastructure details through an online web mapping application. A video conference for members of local planning commission was held at Arrowhead Regional Development Commission (ARDC) offices in Duluth on Thursday, June 4, 2009. The video conference was presented by Government Training Services (GTS) in St. Paul, MN and was co-sponsored by ARDC.

Sixteen participants enrolled in the two hour session which provided a forum for local planning commission members to learn more about their roles in setting goals, preparing an annual work program, forging healthy relationships with elected officials, using effective tools and techniques and handling controversial issues. The Executive Directors of Minnesota’s Regional Development Commissions (RDCs) met in Duluth on Thursday, June 4, 2009 and Friday, June 5, 2009.

Arrowhead Regional Development Commission’s Executive Director Pat Henderson hosted the visit to Duluth. The group meets approximately three times per year to discuss issues that relate to regional development in Minnesota. (ARDC’s) Arrowhead Area Agency on Aging (AAAA) announced today that ARDC recently awarded $1.4 million in federal Older Americans Act funds to 17 organizations in Northeastern Minnesota to provide services for seniors age 60 or older and their family caregivers in 2009. ARDC and the Range Readiness Initiative Housing Work Team Host Successful Housing Forums on the Iron Range

Staff from ARDC’s Regional Planning Division organized three successful housing forums in Iron Range Cities on January 27, 28, and 29, 2009. Working with the Range Readiness Initiative’s Housing Work Team, meetings in Grand Rapids, Hibbing, and Virginia all had full attendance from community leaders and housing developers. The meetings were held to help communities to meet housing goals that have been developed in response to the several major industrial expansions on the Iron Range. Arrowhead AAA, one of six area agencies under the auspices of Minnesota SHIP, relies on strategic partnerships to reach and educate hundreds of seniors on Medicare and Low-Income Subsidy (LIS) benefits. MIC Works to Identify and Prioritize Locations of Concern

The Metropolitan Interstate Council (MIC) was asked to present its Transportation Systems Management (TSM) work at two recently held conferences: the Transportation Research Board 11th Annual Tools of the Trade Conference in Portland, Oregon and the 2008 Minnesota State Planning Conference held in Duluth, Minnesota. The work involves using a variety of different metrics to identify and rank locations throughout the Duluth-Superior road network that have the greatest needs in terms of safety or capacity improvements. The overall aim of TSM is to apply low cost improvements that yield the greatest benefits, and identifying locations with greatest needs is an important strategy for optimizing limited transportation funds. MnAPA: Record Turnout at State Conference

The 2008 State Planning Conference was held September 22nd – 24th in Duluth. By nearly all measures, the event was a success: the weather was fairly cooperative, attendance reached an all-time high (413 people), and the sessions were cited by many as extraordinary. And despite the format change from the Duluth Entertainment and Convention Center on Monday and Tuesday to the Holiday Inn Ballroom on Wednesday, surprisingly few planners remained lost in Duluth’s skywalk system as of late Wednesday afternoon. Metropolitan Interstate Council (MIC) staff Robert Herling, Planner, and Andrea Grygo Diamond, GIS Specialist, presented papers on crash analysis and visualization, respectively, at the Transportation Research Board 11th Annual Tools of the Trade Conference in Portland, Oregon in September 2008. Both papers showcase the unique, innovative work of the MIC. Andrea’s presentation “Demystifying Visualization: How to Use Visualization in your Community” was selected as one of the five “Best Papers” and will be presented at the annual Transportation Research Board meeting in January 2009 in Washington DC. MIC is one of the four divisions of the Arrowhead Regional Development Commission in Duluth, MN.
